Ileana Ávalos Rodríguez is a researcher in governance and decision-making at the Climate Action Unit of CATIE. A Costa Rican scholar with over 15 years of experience in public policy, climate resilience, and participatory management across Latin America and the Caribbean. Her work focuses on the analysis of institutional arrangements and governance processes for climate change adaptation, from a social-ecological systems perspective that integrates the complexity of interactions between nature and society.
She holds a PhD in Education with an emphasis on social learning mediation and a postdoctoral fellowship in Public Governance from the University of Salamanca. Ileana combines applied research, collaborative facilitation, and methodological design to strengthen decision-making in contexts of high uncertainty and socio-environmental transformation.
