Expert Contribution to the UNEP White Paper: From Silos to Synergies

From July to October 2025, Professor Idil Boran, BioCAM4 Principal Investigator and Executive Director, participated as a contributing expert in a web-based dialogue series organized by the United Nations Environment Programme (UNEP) with support from the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety. The dialogue’s objective was to bring together specialists to identify and assess barriers and opportunities in leveraging synergies across the three Rio Conventions: the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, the Convention on Biological Diversity (CBD) and the United Nations Convention to Combat Desertification (UNCCD). The dialogues were by invitation and culminated into a White Paper: From Silos to Synergies – Linking Planning, Finance, and Monitoring for Coherent Action on Climate, Biodiversity, and Land.

 

This paper draws insights from the global dialogue series to translate the scientific understanding of climate-biodiversity-land interlinkages into actionable strategies for the Rio Conventions. Addressing longstanding systemic barriers including institutional silos, fragmented financing, and misaligned monitoring frameworks. The paper lays out practical pathways to shift from isolated to coherent implementation – embedding synergy into national planning, budgeting, and governance systems to drive efficient, muti-benefit action at scale.

 

The white paper provides strategies for aligning global commitments under the UNFCCC, CBD, and UNCCD with national sustainable development goals, turning synergy from a principle into systemic practice for a resilient future.
